Nobody said anything about sueing dummy, that doesn't work over the internet. But all server providers are bound by the rules of that country and if the users of their machines break these rules then the user can be held accountable by the provider who has a duty by the state to do so and control misuse.
+ if we tell somebody that their machine is hacked and being used for a DDOS attack then they can go chase after the hacker with whatever force they want. We don't have to do anything except whistle-blow.
Theres not much that can be done online, but it makes sense to do everything we can to stop these corrupt server owners who want to attack other servers because they fail at their own one.
