I see that the version of your WinPCK is v1.1.1.2. You can use WinPCK v1.33 instead, it handles 1.7.0's PCK's. I have a Russian variant of it, can share if you need.

It's a pretty simplex program no matter what language you're running it in... That or you could just run it side by side the (outdated) English one to see what things/buttons are, either way pretty easy sauce...

Since 1.5.7 (Wonderland) PCK's cannot be extracted via sPCK. Use WinPCK instead.
