[1.5.1] rare_item.conf not working

I've already checked my gs.conf and the line is like this:

RareItem = rare_item.conf

I guess it's correct, but none of the IDs on the list is working. I put all of them on a Forge NPC, and when I forge it, nothing appears.

I modified on the server side (/gamed/config/rare_item.conf) and on the client side (configs.pck.files/rare_item.conf) and still nothing :(
