Editor for PW Map

Hello

I want to know if any of you know a editor to edit PW Map ?

I searched abou it and found one editor called PWMapEdit, i downloaded it but it's not that mutch.
So i searched about map editor again and found a editor called Angelica Map Editor on a print in a Russian forum, but putting this name in Google, doesn't have any result.

If any of you know a editor for map, can tell me the name ? or else give the link to download ?
