no, reboot cannot reset rank at elder thousand stream

No harm in trial and error on deleting certain things in gamedbd just put it on a dev server and give it a go.

My suggestion though make some db calls on gamedbd maybe for instance check user list maybe the data is stored within the character? just make sure again it is backed up so it doesn't corrupt anything.
