How to let players get 3rd fairy without unlocking chrono worlds?

Hi,
I want to know how can I let players to get 3rd fairy without doing wraithploy and other quests. that means without unlocking worlds. Just doing culti quests on chrono worlds.I have added chrono key but its not working. people can't see any quest in messenger of the time NPC. Can anyone help? Thanks in advance.
