How to make Perfect World Private Server(Offline)?

Hi everyone my account is old but this is my first time to post a thread. so hope u can help me.

Can I ask everyone if it's possible to setup my own Private Server of Perfect World without Internet?
I'm the one who's going to play and have some experimentation. And regarding to the Specs of my Desktop are these Specs are enough to run my own server?

OS: Win7 Ultimate
HDD: 70gb
Processor: Dual Core
RAM: 1gb

I also have basic knowledge in C#(is this important?)

And last, can I have any suggestion on where should I start?

1gb is NOWHERE near enough, especially because you need to slit that between the OS and a VM for the server. I would recommend 4gb at mimimum. (2 pc OS and 2 server)

The main map alone runs 1.3gb-1.6gb thats 1.5.1 v101
