You have to level the character or add stat points via gear. The 'game engine' is very particular to the association between the character level and the number of stat points it has. IE: if you gave a level one character 520 stat points to distribute you would crash the server. So, your only means of 'giving a character stat points' is to level it, or via gears (or both)...
