yeah :s , i try clone item addon , and i change id and valor addon , like soulgem i want clone it and make new more powerful , but gs is offline :(

Yeh, i'm also fairly sure add-ons for for stones are hardcoded to gs as it's not worked in past for me either...better fun to add engraving for weps and armors and blessings with sockets :p

there is around 2900 addon, most of em documented, not my point to understand or tell to you what do to, but im sure you cant add more addon, and modding is also restricted

Why would you want to make one when there are already so many anyway. If you're looking to make shit more powerful you can just combine the already existing ones. IE: there'd be NO reason to have to make an addon that added +100 VIT, because we already have addons that do +10 and or +20 VIT. So just apply the +10/+20 10/5 times (respectively) to get your desired end result...

No need to start cloning or making new ones... ... ...
