TW not working 100% - Fails to initiate Battle. Everything else work great.

1.5.5 server (343's release)

TW works as intended as follow with no issues.

Bidding starts at the proper time, with the system announcements being made.
You can bid on a territory with no issue.
Bidding ends at the proper time, and system messages announce the proper things.

When you check the map, and check territories, you can see who is attacking what, and it properly shows the scheduled day and time of the battle.

Here's where it breaks.
When the day and time of battle arrive, nothing happens. There aren't the usual announcements about "Battle has begun for "insert guild name here" on "insert territory."

I waited for 15+ minutes, and then tried manually starting TW with the debug console like this.
d_delcmd 1 591600
This produced the system messages that are supposed to happen at the start of battle, and the Teleporter NPC's all got their "Territory War" choice on their menu.

We were able to join the TW at this point, and from here, everything worked perfectly, including delivery of funds after the battles.

Does anyone have any idea what controls this trigger and what might be preventing it from starting on it's own?

Just for info: All maps were started and were running at the time the battles were supposed to start.
