Adding Quests

Okay so I've finished the chrono map, but now I want to make/edit an npc so it can teleport players to the second part of the map, unicorn forest. However, I've tried every possible thing but the quest I've created doesn't show up. I've editted a N/A quest in my tasks.data and set the appropriate quest NPC for it, but the quest just won't start, as if it's not there... Can anyone help me figure this one out? Thanks.

Add the quest in list of NPC Active Quest

Where can I find that? I've searched in elements.data a little bit but I can't seem to find anything.

Okay I've found it and editted it, also gave the NPC the quest at lists 44 and 45, but when I talk to the NPC it still doesn't show the quest. I've read that the quest ID has to be higher than 22000 or something like that so I've put it to 30000 but it still doesn't show up lol. Am I doing something wrong?
