some armors and weapons have random statistics on them
other armors and weapons have "set statistics"... meaning when you craft they will come out the same no matter what.

you can edit either of those, or the "set bonus" you get from having two, four, or six of a set of armor in the elements.data I believe. search for a thread that regards properties and editing stats for armor or weapons... i know that there is one out there which says a lot of the different properties that can come on a item and what numbers refer to them. i would bet there is also out there a guide on how to edit the stats... do some digging :)
