Skilltext, itemdescription and clientmessages are in configs.pck. Also a file named broadcast which controls the radio part but not he broadcast messages. They are in aipolicy like i said before.
i think it's rare_items.conf on server

announced items go in rare_item.conf
but some of them give special announcements ingame (announcement is stored inside interfaces.pck), by default it says "duke of dear shouts: rumor has it % has recieved %" or something.
Its unclear which file actually links the special cases up, but it could be the aipolicy or the .exe
