It does, i saw it when i was playing at CN. But it's okay, i've figured how to get -99% channeling :)
Now i just need to learn changing socket crafting rate.
you need to edit your crafting of that item to only craft 4 sockets.
Reason you seen 4% casting was because it is a xml edit there is no in game craft code for it.
there is a list of skill attributes that get added to armor called extdataid.dat this is a list of 1909 attributes that are with the 1.2.6 server files. the newer gear has stats that are higher than 1909 so they don't work at all. hence why when u forge, a lot of the nirvana gear. if the stats go over 1909 they don't show up. This cannot be altered because it is a list in the gs file.
I have been told that you can modify attributes on these attributes in the elements.data withing the list of 1909, which is list 0 on ronnies seledit, and list 1 on other element editors. but i've not tested it yet. so i cannot confirm if the changes to attributes will work. But what i have tested is substituting attributes from the 1909 list to gear inplace of stats that go over 1909 and they do work. this all has to be done in the elements.data for permanent effect. if you only want for 1 player or piece, you can easily edit via xml or hex code editors. Drakaer's guide found on forums here and in 343's tool pack will have info on this. I hope this helps and i will add more info as i progress on this.
Use sElement Editor to edit your Elements.data, and change the probability of crafting sockets on 4 sockets to 100%.

Then open your elements.data. Find the armor/weapon you want. For armor:
Row 41 = probability of 0 socket, set this to 0 (start)
Row 42 = probability of 1 socket, set this to 0 (start)
Row 43 = probability of 2 socket, set this to 0 (start)
Row 44 = probability of 3 socket, set this to 0 (start)
Row 45 = probability of 4 socket, set this to 1 (start)
Row 46 = probability of 0 socket, set this to 0 (End)
Row 47 = probability of 1 socket, set this to 0 (End)
Row 48 = probability of 2 socket, set this to 0 (End)
Row 49 = probability of 3 socket, set this to 0 (End)
Row 50 = probability of 4 socket, set this to 1 (End)
Save your elements.data on client, and export the server version to server.
If you want to change the stats on armor for example, you can do so by starting on row 55. It alternates between Stats ID and probability.
For example, let's take ★Boots of Soul Reaper (ID 9360).
Row 51 = probability of getting 0 stats
Row 52 = probability of getting 1 stats
Row 53 = probability of getting 2 stats
Row 54 = probability of getting 3 stats
Row 55 = First stat ID (638)
Row 56 = Probability of getting stat on row 55 (0.3333 or 33.333%)
......
Below is some of the stats that I use to fix tomes, armors, etc. that has ID beyond 1909. Keep in mind, some of the stats down here are only for Weapon, and cannot be used in accessories, and vice versa, and I don't remember which is which. If you put the stats on the item, and you get your server/client crash, it means the stat is wrong.
