Gdelivery Filter?

so iv noticed recently more and more people have found out how to use the chineese character to fake being somebody else in world chat and making it so u cant ctrl+click to get their ID, and have to go into the logs.

there is a file called "filter" under gdelivery to control character name restrictions, however for me this is not working.

Has anybody got this file to take effect?
it would help reduce bug abusual for us all i think.

Create a chatlog system and you can find them out there thats all I done.
