1. i don't know how change it, but if you want to remove it,, create a new user with not grant GM(indo = buat id baru aja, alhasil ga ada tu tulisan GM)
2. map data out of phase with the server's that mean you not use a PWI client, but another client,, that not samed name or something with that( in indo= ya Client indonesia yang gw pake juga gitu, ngak support ama map server, jadi yang ada tulisan kayak gitu)

Use photoshop to edit the image like any other.

The out of sync really doesn't effect playability it's just there basically.
It is there because the client and serverside precinct and region do not match. If you wish to eliminate this error you must have matching precinct and region. (If you don't have or don't know if you have matching sides use Ronnys map tool to convert client => server precinct.clt=>precinct.sev & region.clt=>region.sev)
