[Help] Panel Issue

Hello umm i was wondering if i could get a little help. I set the server up fine on a local network but my friends wanted to help me find bugs as they are bored and have nothing to do so i purchased a vserver (4gig of ram) (following the 1.4.2 guide but with Ubuntu) but whenever i click start on the pwAdmin pannel the page goes white just has the links for accounts etc, the image at the top and the server terminal when i try to do anything to reboot etc it errors out and says -bash: fork: Cannot allocate memory
any ideas what could be causing this? any help is greatly appreciated :)

is it 'burstable' ram because if it is then you'll never be able to run a PW server on it since you only have about 1g or less of actual ram (on most providers)

If it is dedicated ram you might as well get a full blown server as most vps's with that much ram cost as much as one anyway
