The hex data is everything about the item itself, either use a Hex Generator (search there are a few I know of) or craft an item and copy and paste its hex data on something else
But there is no other way obtain hex Ids apar. From generating them and creating items ingame?

Hex IDs of what? Items? Quests? Skills?
Cuz there is many Hex code for the game.
Well mostly items, what i want to do is be able to spawn items in pwadmin properly like get the item id from pwdatabase and then have the correct hex code for the item. SO is there anyway/anywhere i can get a list of hexcodes for items
Why working with sheets and pens when computers can do all the work for us in a simple software (called PW HexGen in this case)

And that you'd like to have a list of all of these given items as to be able to send any given item or whatever. If so, no. Nothing like that exists right now, or even will exist. The data inside elements.data is not at all similar to the hex generated data. If you want the default values, start putting them into a shop and buying or manufacturing them. Then logging off and getting the hex value and saving them somewhere. That's really your only choice.
