How can i change the rules window in game?

When I enter the game, a message appears with his rules.

one simple way to change this intro page is to edit client side file
GAMEDIR\ELEMENT\BBSFILES\ERROR.HTM

That is the true way to do it, I must apologize, I customize the error.htm file since that is the file it 'errors' (defaults) to if it cannot locate the page listed in loginpage.ini

I think I actually set my loginpage.ini to:

[URL]
LoginPage = ./bbsfiles/error.htm

since it is easy to remember to edit error.htm and bbsfiles is the first directory listed in alphabetical order in the client element directory.
