Put ur char to GM, and press CTRL + G...

(there is no gm console for uploading to server)

you don't need a program. you just need GM permissions.

-facepalm- the owner of the server (guessing your not by the way it sounds.) has to give your account GM Powers. After you gain the powers ingame you push ctrl+g if nothing pops up then you were never given gm powers, do not have a gm account. There is NOTHING to download to use or have the GM Console.
