Level 79 Skills

I know that the skills that require you to be level 79 and higher have always been a problem for private servers. (at least all the ones I have played). I wonder why, and I wonder how to fix them. I am using 343's server and client files, and it looks like they mostly work, except you can't learn them, and the skill icon seems to be wrong.
I have been told that all the data for all skills is in the gs file in the gamed folder. I think that if I were to try to make these skills work, I should probably start here. Is there a tool to edit this file, or do I have to hex edit?
I am looking for ideas to fix this problem, and if there are any solutions, could you please post them here.

Honestly, I wouldnt even bother it will be very hard without the game source code

These skills aren't implemented in elementclient and GS.
What you see is only elements.data...

Although it would be possible add them if you had the source code....

That would be cool, although, if I had to choose the 1.4.4 files or the source code, I would def choose the source code...

We would be able to do soooo much, having the source code would be AMAZING

Speaking of 1.4.4 files, heard anythig bour pwfrance?
