no, there's no way to speed up how long it takes to load a location, the client has to load a great deal of the map first, and it doesn't cache it
Any possibility to remove the parts not needed, as world is divided up into so many sections, simply put in the section needed?
no, because the world is one map, and making it more than 1 will break the game.

OK got my login screen looking good, but somehow without changing anything else my character selection screen and create character screen went screwy. No matter what I change position settings to I still only have a blue background and bright white ball in the center of it. Any suggestions would be greatly appreciated.

If that doesn't work check litmodels that could have gone corrupt.

However I am still stuck with character selection and creation screens with no backgrounds. I was however able to get the characters to show.
I wasn't able to fix the loading time issue unfortunately, I ended up going with a scene from an instance map. I will continue playing with it, and if I figure something out will definately post it.
