I don't think a VPS would be applicable to this type of server (it would probably actually be better to just run it off of a residential connection opposed to a VPS).
Bear in a mind a VIRTUAL private server is a physical machine that many people (including you if you buy/rent one) get to VIRTUALLY use as a 'private server' -- so imagine trying to run a PW server on a machine that other people are also trying to host, oh IDK, web-sites, say maybe one guy tryin' to host a private WoW server, and so on...
Yea, not a good idea... Like I said, you'd be better off just running it from a PC at your house on a residential internet connection !
Really? my PC is certainly good enough, it's just my internet that's a problem, got 16GB RAM Intel i7, so it should be fine..but my internet only reaches around 0.7mb upload and 15mb download, and it's not the most reliable.
Has anyone actually tried using a VPS for a server?
I used one for a minecraft server a while ago, and I know it is a completely different game..but it worked fine for that.
A VPS can work fine provided you can get enough RAM (see Amazon EC2) only issue is that by the time you get enough RAM you might as well have gone dedicated...

Okay..I see, thanks for your help I'll look around and do sums before I buy a server.
But, just one quick question, if I do buy a VPS or dedicated server, how much CPU should I be getting? I intend to run a fairly small server, at most 10-20 online

CPU is honestly the least of your concerns tbh... Server we have was intended to be run on servers from 2006/2007 and nearly every hosting company constantly upgrades their hardware to do more work and host more on less servers. RAM and bandwidth are all that really matter.
