Quest editing n Guild limitations

Anyone experienced in editing quests who can maybe give few tips?

Same with guild editing Im wanting to decrease the max amount of guild members a guild can have, any joy here?

Maybe(I'm not sure) guild limitation is in client xD
but i really not shure in this
and i think, u should try "task names"

i thought it would be better to just edit the quest that lvls it to 3 but i cant seem to find the id that lvls the guild =/
