even in 1.4.2 the quest don't fails when harpy dies
when harpy is killed all bosses disappears and all creature builders are stopped so you can't continue
this is done by aipolicy attached to harpy...
the problem is that the mobs don't attack harpy wraith (so she can only be killed by players) and this was also described in the is28 release notes
