The current stickies are a little outdated so I have been thinking about how improve the forums so that all resources are easily available. Im was planning to make one thread with everything in however it will be quite large so I'm considering breaking it up into relevant sections and maybe Updating the old threads to include all the latest resources. I am planning a new FAQ section to help stop the same questions being asked multiple time.
Here is what I have got currently. It is still a major work in progress though and most of the links aren't working and descriptions need to be finished off.

Server Files
hrace009 Vbox Server Image (Recommended)

This is one of the most popular releases and is easy to set up. It runs Ubuntu on a virtualbox virtual machine. These server files are [Version] and contain pwAdmin [Version] as a web based management app. These server files do not contain many of the recent fixes so you will have to fix them your self.
This server release is very recent and contains a lot of custom content by the community. These server files are for a vmware installation but will also run fine on vbox. This server is [Version] and is running on Ubuntu with pwAdmin [version] for web based management. Some of the new content includes a custom GUI, cursors, music and more.
This is vbox release by Ronny. This Server is [version] and runs on Ubutnu. It older than the above releases but it still functions well. pwAdmin is included in this release ofcourse
Make Your Own Client With Ronny1982 Downgrade patch

Step 1 Download the official client and patch to version 283. You can use the 293 Client if you wish.
Step 2 Download Ronnys Downgrade patch here
Step 3 Run the downgrade patch
Step 4 Replace your elements.data and gshop.data with the ones supplied in your server release

Perfect World 1.3.6 build 2265, with custom interface, gfx fixes etc etc (not including newest rony gfx fix). This client is ready to go and should work with most server releases.
This is another downgraded client and includes Romulans tools packs. There have been problems extracting the client due to CRC errors. Some people have gotten this to work though. Download at your own risk.

Editing
elements.data

The elements contains data about most things in the game. To edit the elements open the elements in your favourite elements editor. You will see a bunch of lists. each list contains specific items like weapons, mounts chat. Choose the item from the list you want to edit and you will see a list of fields containing data like filepaths, and integers.
Perfect World models are .ski files and can be opened Blender using the ski import scripts found in the link. You may need to change the file names to something in English in order to work with them in blender. If you want to learn how to use blender there are plenty of helpful guides available on the internet.
Textures are saved in .dds format so may need to be converted before you edit them in your favourite editor like Photoshop/Gimp/Paint.Net. You can convert your images using DDS Converter 2.

Yes, I can understand this; as when I was new I read through all (some) 38 pages of threads that I think were here when I first joined. Trust me, my eyes hurt after that, though I could only imagine trying to read it all now with some 66 pages of threads!!!
Then again I didn't ask many of the questions that people commonly ask prior to reading so I guess it paid off
Thank you for your hard effort Drakaer! I think when and if we have something really good we need to un-sticky (or even delete) all the old stuff that is currently sticky, as not to cloud up (and potentially confuse) the important area :)
Thanks for your input. Yes I was planning on including both of these. I think the useful tools should have more detail and be categorized though in to various groups so it will be easy to find things. I'm still thinking though.
I was planning on making a sticky a thread but not until the thread is nearly complete as I haven't decided whether to make one big thread or split it into sections like client, server, editing, FAQ, etc. If I decide on one big thread Ill edit my post here and sticky this but if I go with separate threads ill probably not sticky this as all new discussions will go in the new threads.
As for the old stickies. Ill probably leave them but remove dead links and make a note on anything that is outdated. Some of the old stickies still contain good information and files. Also I cant remove all other stickies, the rules have to stay to keep order in the forums.
