im not 100% sure but from what i do know to bid on a lvl 1 territory u must posses 1 lvl 2 territory.

i think you need 2 lv 3 near the Lv 1 to attack a lv 1

3 territory level 3
1 territory level 2
but cannot attck level 1

theres 2 solutions to this.

1.) change the level 1 territories to level 2 by editing the domain files.
2.) get maps bg05 and bg06 working.

there isnt a tool for it, use a hex editor.

and thats only clientside.
