Id say about 100 Euro per month for a new server which could easly host 100-200 players (using a dedicated host)
And this amount includes 2 Test servers 1 Ofiicial with 32gb ram , Intel Xeon E3-1220 3.10Ghz + ILO ,2x 2000GB HW RAID 1
Test servers have 2gb ram only as they won't need more (im runing 1.3.6)
One of them im using as seeding server
And it also includes Xtreme top 100 subscription and with some luck and few more euro you can get even a website host.
So yeah, id go for about 130 as the max amount to run a decent server in its early stages

What's the point on paying lots of money on a VPS where you can just buy a server which would save a lot of money in the long term?

Also to be logical, not so many people are interested in 1.3.6 in anymore, more and more people are moving to 1.5.1. You would still have some players but not 200 online at the same time.

16GB RAM is more than enough for running all the instances for 1.3.6, and 2000GB of hard disc space is very useless where 100GB SSD is faster and more than enough.

You can also run your test servers on your computer, there is no need to purchase extra RAM.

There are free webhosts and VPS out there, if you are investing your money in something that you wouldn't get in return then sir you are giving your money away for free.
