how can i create an npc that gave Titles or how can i insert it in?

and how can i insert quests too

This is interesting... i never looked at quests but, i am pretty sure its connected. But its limited "every quest can assign 1 title".
I think you just need to find the final quest that gives titles, trace it and see how it works. and try to clone it :)
