[Share] ntwdblib.dll to work with Apache

So, here is the old version of ntwdblib.dll, which supports mssql. Use it if you get mssql connection problems from website. If you got apache, replace your apache/bin/ntwdblib.dll with this one. Don't forget to shut down your server first.
