element_client.cfg in configs.pck is the key to make official clients behave like Chinese clients.It allows people to open PEM.exe and patcher without arcshit.
Just change:
[Settings]
code_page = 936
console = 1
runtime_debug = 2
can_changeUI = 1
server_zone = 3
extra_version = 0

into

[Settings]
code_page = 936
console = 1
runtime_debug = 2
can_changeUI = 3
server_zone = 1
