Yes, that is correct. To compile the server Fedora Core 2 is what is required.
It is important you use the i386 version.

I don't know much about C++. Can you provide a VM that can be compiled correctly? I put the file under br20151217 into root, and executed the make command to report a lot of errors

inside br20151217 there are folders with wgame wnet and wskill (if there's anything AFTER that, remove it) those go DIRECTLY into root and then it should work
