Compilation error RSBuild.exe

Hello,
I installed my server by following this tutorial:

After everything installed I try to compile my server and I receive a message in VS2008:

Debbugging rsbuild.exe information or can not be found or Does not match.symbols loaded.Do not you want to continue debugging? yes or no.

I agree and RSBUILD.exe console opens, a line appears and then I receive:

r3dFile: can't open game.ini
can't open file "game.ini"
r3dFile: can't open local.ini
can't open file 'local.ini"
Loading config file build\RSBuild.xml
!!!ERROR: can't open build\RSBuild.xml
...existing
