[Help] Dev Issues

So i changed userdata value is developer to 2 and i got the tag but i can only do sv 99999 0 0 0 and thats it but when i do 120 i dont have a tag and i can spawn stuff in and do stuff without the "DEV" tag...

So does anyone know what this is and how to make it so i can use dev tag and do the normal stuff ?

dev value was 128 or 126, but not 120...
