Set that in studio you can pick to have it set to a certain time like you want or global like colorado.

As for setting it to that exact time im unsure as i've never wanted to set it to a specific time.

Or are you asking in studio how to make it to that time? for a cinematic shot? if your asking that then when you load the level at the bottom left corner you will see a bar simply drag that to change the time of day.

As for the other thing cannot remember how to do as its been awhile but its done in studio i believe it was done in the same area as global.
