"Oops" My A#$. Php error.

So, i just now decided to test my php (someone please backhand me)
all i get is "Oops" when i go to
http://MYIP/api/php/api_GetItemsDB.php
Not sure if my PHP is setup wrong, that's the reason why no servers are showing up.
But i mainly thought PHP dealt with loot.
If someone could link me a good php tutorial, it would be great. I have the manager for IIS, and i know for sure all my info is setup correctly, i also added the MIME type.

BUT if i go to

I get this error

install phpinfo() to check... and you will be now if php work or not. simple ? simple
