If you want the easy way just edit the .dds of the grass (aka the texture) You may be able to extract the latest textures from ISS, not to sure though.

what you need:
Texture of grass that has alpha layer (transparency)
few double-sided planes in any kind of 3d modeling software
tools to get it ingame (sco exporter, etc.)
few brain cells active.
