[Request] Forcing Graphics | FPS Only Servers

So, i was wondering, where can i force graphics on a certain setting (I was lighting quality on medium)
And another thing is, how can i make first person only servers, example, i want first person only servers, but if the user is premium, they can switch in either server they want!.

Lightquality >2 cost just too much FPS, strict it makes sense somehow.
