Try using it in admin mode and add the visual studio c++ files.
Maybe that will solve the problem.

I believe windows 10 automatically comes with all the C++ files?

I also tried redownloading the C++ redistributable for 2015, 2017, 2019, 2022 and doing a repair.

Made sure Administrador user was administrator

topography server needs to be run as administrator, and running the bat file as administrator doesn't work.

Open a command prompt window as administrator, then cd to the folder where TopographyServer.exe is, example:

cd C:\Tera\Server\Executable\Bin

then copy and paste the text from the bat file to the command prompt window and press Enter:

TopographyServer.exe --sharedmemoryproducer=true

Yes, do as @juniordark is telling you...
Are you creating a new VM? Why don't you use Windows Server 2012 R2 or better?

Gave it a shot, no luck. Not a new VM, I had just converted yours for Hyper-V and upgraded to win10.

It's because in Win10 the TopographyServer file doesn't work using .bat, only .exe

Hello, does this comes with bots for dungeon raids? What are also the specs needed for the vm or can we install this on a clean windows server OS?

You can install it in a clean WS OS, however server files doesn't come with any kind of bots, need to be real players

About the specs, for production enviroment need to be a server with at least 128GB of ram
For VMS or hobbie, there's people who successfully manage to start it with 4gb of physical ram and 100gb+ of ssd pagefile ('it's possible with hdd but is slow as hell)
