Take a look into InputRestrictionData.xml and compare it with a version from a SEA/JP datacenter
I did a quick check on that InputRestrictionData.xml file, maybe it solve.
The VM works great and all. Couple of things:
1. The pre-installed Navicat is expired. It detects a "hardware change" and invalidates the license when the VM is started. Not sure if others have that issue, its a minor issue like how Notepad++ is in Portuguese by default...
2. The databases seem to be filled with lots of tester logins. While I can go into the SQL tables and delete these logins, it'd be nice if there was an SQL query or the VM was re-uploaded with FRESH and CLEAN account/login tables...
2. When a new account/character is created and logs in. It's got like 6 or more 30-day buffs automatically applied. Some of these are XP boosts and such that makes leveling up "normally" very very fast. I'd like to disable and remove these buffs from my character(s) and account(s), but cannot figure out how.
I've tried using admin commands for /@clearbuff to remove these, but it doesn't seem to work for these special 30-day buffs. I've also tried searching the SQL accounts to set the timers to 1min or something, but cannot find them there either. Please kindly help?
If i am not mistaking those buffs are part of a world event (festival) there is a post here on forums that explains it more (think in this thread even). But after turning offf the event you might need to clear the table with the buffs too.
I suggest you to start with clean databases
If you just want to get rid completely of those buffs then just clean HoldAbnormality db at PlanetDB_2800 and then restart the server

Yep, normal behavior for how Navicat is licensed. I'm not sure if selecting the moved or copied option when first starting up the VM, makes any difference for the assigned hardware ID. I think there is a key generator inside the Navicat directory where you can try to create a new one (but I haven't tried it myself).

Installation,
Take in mind the following steps apply only if you has the default vm image without modifications
1. Replace config_arb_gw.txt from arb_gw folder to C:\TERA_SERVER\TeraServer\arb_gw
2. Extract Xampp folder and put it on disk D: (remember to backup the existing xampp)
3. Delete TeraAPI folder from disk D:, then extract TeraAPI.rar there
4. Install node-v13.14.0-x64.msi from the update pack
5. Extract ItemClaim System.rar to disk D:
5. Install python-2.6.msi from the ItemClaim System folder and follow the first two installation steps from here
6. Remember to change the server_info from the accountdb database in order to make work the SLS
7. Open DeploymentConfig.xml, edit and set <ExternalIp getFromNetworkDevice="true" value="127.0.0.1" />
Now for start the new API just go to disk D, TeraAPI and start tera-api.bat (now you can delete the old grails api and uninstall java)
Follow the Server Starting from here to start the Item Claim System
And for last but not least, edit with resource hacker the new provided launcher in order to make it work with the new api system

API seems to not be running, thus arb_gw can't go further as its check for connectivity.
the download keeps failing on me right at the end. tried 4 times on 2 different browsers says couldnt download no permissions, also does this come with what i need if i ever do get it to download? or do i still have to get vmware seperatly?
Log into your google drive account and try to download again, it's working for me.
