I still can't play the game.I tried running TERA Launcher and TERA CLIENT while I had all 5 servers open and ready, but nothing happens, it doesn't open the launcher or the game.
I am using port 8090 which is from the PDF tutorial

Ok, I see a bunch of discrepancies from your prior screenshot (below) of your network configuration (which is the one from outside the virtual machine)
Can you take a screenshot of the VMWare virtual machine setting for hardware -> network adapter? I'm not sure if it is set to NAT because the VMNet8 interface (from outside the VM) is showing the 192.168.200 network as what would be used for NAT.
The 192.168.15 network is your wi-fi network (this is outside the virtual machine). ipconfig from inside your virtual machine shows the IP address assigned to the virtual machine as being 10.10.10.128 though.

Yes, that's the one. It's NAT so it will be talking to the VMNet8 virtual interface. I think the IP address inside your virtual machine is the original static address. Can you double check the virtual machine to make sure the IP address is being obtained automatically via DHCP?
Settings -> Network & Internet -> Change adapter options
Right-click Ethernet0 and select Properties, click on Internet Protocol Version 4 (TCP/IP4) and click on the Properties button and make sure both are set to obtain automatically (see below)
If it is already this way (automatically obtain), then can you just double-check you have network connectivity from inside the virtual machine (just see if google.com loads). If that works, then see if you can ping 10.10.10.128 from outside the virtual machine.
If you needed to change the setting, then make sure to save the setting and re-run ipconfig again inside the virtual machine to see what IP address was assigned (for good measure, maybe reboot the virtual machine). You'll then want to change all of the prior 192.168.15.7 addresses to this one. Make sure to shutdown all of the running processes on the server (there's a batch file on the desktop that you can run); you'll need to close the tera-api command window.
I am trying to change mob HP, so I can play dungeons solo but I struggle to indetify which ID is what in NpcData_X.xml files on server, and also I need to find where to edit instance matching, so it work for 2 players only for example so I can make 2 accounts and kill the dungeon solo (if I edit the HP).
I saw a link to a tool, that can unpack DataCenter file, but I cannot find it anymore, does anyone have it ? Will I find IDs that will corespond to Template id="1011" in NpcData_X.xml ?

You dont just need to change mob HP but also their attack and defense values, else you will still get essentially one-shot and not do much dmg to the mobs.
Here are tips from juniordark:
on StrSheet_Creature-00000.xml on DC search for the name of the monster you want to change, each monster is inside a <HuntingZone id="">, for example if I want to change Nightmare Fulminar
<String class="" name="Nightmare Fulminar" templateId="1002" gender="male" race="" title="Divine Nemesis" />
Nightmare Fulminar is in <HuntingZone id="454">, so you go to NpcData_454.xml on server and find the template with id "1002".
many of the attributes are outdated, so you would have to look at newer monsters and add attributes like physicalAttack="" physicalDefence="" magicalDefence=""
this also has to be modified in DC
For the spectral Tail, its a mod to fix it, the download link is the gpk file, but you need to use TMM else your client will not work.
From personal experience: changing the mob HP and stats is a pain because you cannot really balance it properly.
So what i did i created a secondary gear set with higher values for those dungeons, since its easier to make gear and try out than modify xml files.
Note also: You will not be able to do some dungeons as they require 5 party members to be present such as the door at bahaar's sanctum, or gossamer vault etc.

Seems Kelsaik Raid 10 and 20 man files and data are still there and can be enabled. Testing it server side, but i do not know what to add in the DC files for it. If someone could help out with that would be great.

Thanks for the info! So there is no way to change the 5-player dungeons to only requiere for example 2 players ? And why is the NpcData outdated ? How it can work then if those mobs do not have defined some stats ?
I would really appareciate if you could point me in the right direction, how to add/modify some gear so I can do solo dungeons ?
You can change dungeons to require X amount of players, but some dungeons have specific mechanics that require 5 players. For example: Bahaars Sanctum Door inside the dungeon wont open unless 5 players are near it, Gossamer Vault Lasers wont stop and gate wont open unless 5 players are near the generator there.
(I dont remember the name but someone did post modified files for those for 92.03 but i do not know if those will work on 100.02. Have not checked those yet)
As far as stats go, bosses werent updated until a next cycled return of them was scheduled, thats how it always worked. Which is why a lot of the older ones dont have stats that were introduced.
For gear you have 2 ways to go about it:
1. You can change the stats on the actual gear in the XML files and update the attack values
2. You cna use the /@makeitem command and create gear that is upgraded for example to +100 / +500/+1000/+5000. that will boost the atatck value of your character, HP and defence. You will then jsut need to find the right upgrade value for it. For example i can do most hard modes with a set of gear at +1000 (they feel like normal modes then)
For dungeons that are <=65 a standard mythic +15 set is enough for practically all of them.
Its easier this way cause you do not need to restart the server each time like you would with editing the xmls. You could also unlock slots in mysthic gear to use dyads for some extra damage / defense.
