The link you gived is useless trash, outdated, because there is only 3 opcodes, haha. Impossible to code something with this sources.
All MMO's with clientside works like sending>receiving message (network game packets or simply opcodes, it's player movement, attack, fly, drink, etc)
Game opcode changes every update, to code at least workable emulator like Tera on current BD CBT, need to play without sleeping to sniff game packets.

And most of good tools to sniff packets are private and not free to use.
Also each game need it's own packet viewer.
Developer must be not only programmer, coder, but player first. Haha, if people think it's easy - it's wrong, lol.
That's why most of projects is closed source (no one want to share their work just for free, only people who tired from developing or lost interesting)
Accidently, most of developers stopping their work just after starting it (because there is no people interested in it, to make working emulator need a team work, same coding skills, etc)
As result, this BD rip server files you provided. The people who coded this, did a lot of things like that (and 99% of their work is unfinished)
Who will continue it? Noone ofc.

no need for any plan...
there will be no 17.25 Russian Version so forget to use this emulator version with any russian tera client....
the current and first Russian Client (official) is 28.04 or 28.05.. !!! (first existing RU database file)
all clients upwards > 20.04 are so much changed that you have to rewrite the complete emu source...(packets(functions) read & write)
the clients are always the same the only thing what is needed are the datacenter files
but they are not compatible to other client versions +/- xx.10
you will have to wait for an Emulator -> 28.05
the launcher should be compatible with 1-2 modifications
