I didn't test this emulator on other computers, so i reaaly don't knew how it requires and my config is a bit great:
i7 3.8 ghz 4 cores
16gb drr3 1600 ram
128gb ssd + 1tb 7200 rpm
windows 7 ultimate
You can test a dedicated with 2 cores (try Intel instead amd), and 8gb ram. If lags continues, so you will really need a high spec dedicated =P
i will try to get my sister notebook and host server there. But she has a intel too. i5 2 cores, 4gb ram and windows 8.1

Thanks for your suggestion. I use VPS instead of Dedicated is because still 'beta'(trying) and only internal that can play this game. If this game running well so i will request a dedicated server as you said before :D i've requested :
8 Core Cpu
8 GB Ram

it looks to me like it is missing some functions for that cintapw. If you change the attack distance it breaks the ranged classes. The function that controls the distance controls mob distance, melee distance and ranged distance. So changing it in the core to the way it should be will make archers sorcs and mysics unplayable due to not being able to shoot from a very far range.
If you really want to try yourself just open the source up and edit skillengine.cs and edit line 605 and you want to change the value 300. Just remember every 25 units is 1 meter.

Currently the distance for all classes in one.
The targeting should be coded for each class with checking every skill (many, many code need to write)
The server PC should be:
x1 up to x100 online:
2 Core i3 /2 GB RAM
x100 above:
The i7 /AMD FX any should be enough
4GB (actually not worse, the x100 people ram usage is only about 2 Gb)

How to:
Extrac the .7z file to c:\xampp\
Create a db: tera and load sql file from: htdocs\Web\ServerDataBase\tera.sql
Extract the launcher to your On_Tera client game folder.
Run Xampp's Php and MySQL services, run GameServer
Open launcher and use: test for both login and password.

Finally, after upgrading vps to 8 Core CPU the problem is still. I will trying to request dedicated server as @tastyshots; and @diego00; said before.

Diego thanks the distance is fixed but the aiming system back again like old time, example, if you use sorcerer, event you dont aiming right to the monster, the monster still got hit.

the source of emulator is in C# i think something like Mono is able to run it on linux systems
