So Moffat is a bad writer because the series takes breaks..ok.

You probably want to blame American TV producers for that. Many shows have started to split seasons in two with the logic that having two shorter breaks retains more viewers than one very long break. Plus it lets them have two cliff hanger episodes! Also they often sell the DVDs are two half seasons, to try and double the profits of those sales.
As for Moffat spending too much time on Sherlock (which is also an awesome series!) he's only written one episode per seasons for it, which granted in a 3 episode season is 33% of it, but still, not that much time spent! I'd bet it took him longer to cowrite Tintin. It's common for writers to have multiple things going on anyway. RTD was working on Torchwood and the Sarah Jane show while writing after all.
