If you let a decent programmer collect all the emulator and write his own new emulator then it wouldn't be a problem.
Any decent programmer can make a good stable v26 emu but it has been ages since anything was posted about it.
I've been using v26 for ages, I made improvements my self and I even re-wrote the HoloCMS back in the day.
Most emulators are unplanned which makes the harder to maintain stable if they start adding more features to it.

There's still no point, they are all based off bad code and have many bugs. Also the pets were in Zak's emu but they were never properly finished and the room updates are not nice (that applies to 99.99% of the emulators I've seen - not just Zaks)
I have 17 different emulators for v26 on my external HDD, I've worked with Cecer on IHI and learnt a lot of C# from him and just through my own general work. I actually have a stable source I've been working on in my spare time for a good few months, bringing back the original console with categories, I've also got rollers working for users, bots and pets as well as furniture. I've been basically taking holograph as a base for packets and some logic and building it all in new classes and placing it in. (In short, building a new emulator side-by-side of the old one) At the moment they work completely separate from each other and do not affect each other.
As for a CMS, I decided against using any current CMS' as they all lack stability or an ease to use them with any emulator so I have worked on my own moving completely away from the traditional CMS look, I decided if it was to come back it'd be nicer to give it a fresh new look with the most functionality possible.
My issue is I work full time and that makes progress slow.
Sounds very interesting indeed. I like the idea of making a whole new and fresh CMS. But still for me. The way the CMS looked back in the days is a big part of my oldschool experience and brings back almost just as many memories as the "client" does. Composing messages, editing your page, buying HC and Credits.
That is a good point, but at the same time the only CMS' we currently have that offer such options are running back to PHPRetro era and I think we all know they are miles behind on the standards of programming we should be imposing these days. The framework I am using should make it easy enough to just reskin the site at will, I might consider taking the layout I have been using and adding in the old functionality with a bit of a modern twist like allowing extras such as widgets for a YouTube video and such.
Nobody gives users enough credit.
People who would use V26 aren't the new people. They're the old people. Word just needs to spread around about v26 and the old users come with them. Force got hundreds after Old Habbo closed, because people liked Old Habbo. Program installation time isn't a factor.
As for the argument that R26 has less features, it does not. Look at Project Atom. It has working Camera/BattleBall/SnowStorm(almost)/Infobus/Groups/Lido Diving/WobbleSquabble/Trax. Habbo has gone the route of adding features in the form of furniture. It's debatable whether or not that is a good thing, but I like games where there are things to do without having to buy things. That's why we have retros. I never played the actual Old Habbo, but I was fascinated by the idea of Old Habbo. I watched youtube videos where users played BattleBall, SnowStorm, WobbleSquabble, Lido diving, and I wanted those things back in Habbo. So I found Force and even though it, too, lacked those features, I stayed for the company and the amazing times. :)
I don't think anyone is aware of the fact that Habbo was not just about money. Users and staff both had good times. It doesn't have to end. Screw Flash tho man.

first of all we need a good dcr pack someone should put forth the dcr pack that is either v26 or v35 and i will do the rest of putting it together
Wat. I don't even.. You will do the rest so long as someone provides the DCRs? So how do you suggest you'll get the packet structure of WS, SS and BB? I'm sure there's a lot of links to DCR packs still anyway, if not I have a zip file of a r26 DCR pack that I have not modified at all, it is exactly the same as what I downloaded all those years ago.
If I had the time I would sort out my DCRs and clean them up, I have a lot of custom's that came with the DCR pack that I never put into my database, I tried making a script (this was back when I wasn't such a good programmer) that looped over the files and found the corresponding database entry, if one did not exist it'd list the files that were not used so I could implement them. The problem was that I couldn't get it to work properly, might give it another try some day.
Even version 9 was fun back in the days when BattleBall was added. Can't wait when the Atomic Project is released, as it can support V7 to V35 dcrs. Imagine if everyone would make a hotel on a different version. I already managed to get the photo items working and hang them as posters on the wall.

You know, I think you're all about to be surprised. I've been talking to a surprising amount of people who are thinking about setting up a V26 hotel.
:) A certain classic hotel is about to re-open I think, as well.
I've written my own servers over the years, they are very incomplete tough. I had fun with it. V26 really got me on track of learning C# and Java.
Now I look back at this topic saying, man I miss those days. I would love to develop a small v26 that has all features and is stable but not for a big public. Just for the fun :)
