Campaign graphics almost always look better then multiplayer graphics.
Check out all of the Splinter Cell / Rainbow Six / Halo games. Their campaign graphics where amazing, but the multiplayer graphics where still great, but not as great.
When playing a campaign you don't have to worry about network speeds and things like that, which means all the processor power can be focused on what is needed. More processor power means more/faster shaders/fillers/lighting effects, which is key too good graphics.
