As for the theme, I'd say some variation of pre-industrial stuff.
Futuristic stuff just doesn't pull me personally, and with me lots of people.
Do make it an original one though, there's plenty of stuff to think of that's not been done yet.
i think this game should be later after a nuclear and all the technology was ruined besides a little and a new eara was started like a new medieval time so you can still get armor and swords and stuff maybe some thing happend to the DNA of man and alot of other creaturs and plants and living stuff thats my thought

As for time, i think u should be aiming for future, because medievel etc has been overdone, unless you think u can make it different and better.
Am working on scripts to allow crushing buildings and respauwn them piece by piece some 1 has experience in it? Woud help me a lot or i woud have to construct the script alone.
