Yeah, its for non-members too. There is just a more to the skill (like every other skill) if you're a member.

I've tried playing again, and me and rs can't get along anymore.
I mean, i remember the days pking with clans and there were no overpowered items.
But im still pretty sure that alot of people have returned to rs just because of the free trade and old school pk.

I had gotten 1b from a guy, but my partner backstabbed me and ran off with it. He was supposed to get 20% of it, but ended up giving me 20%, and him keeping 80%. If I had that, I would have given you 50m. :(what happened to the 50m you were gonna give me?

2x Exp weekend going on, those who are member.. How's it going for you? ;) So far I got 54-57 Farming and 57-67 Agility, in process of getting it to 70.
Just did defense from 60 to 70, evened out my attack, strength, defense and constitution all at 71.
That's great! Are you levelling through Slayer or just camping at one spot?
Slayer takes too long, its only level 19 atm.
Just got my dragon defender so whenever I get my combat stats around 80 I'll start leveling through slayer.
