Yes it is indeed, Considering it's been in the making for 5 years.

I might consider getting, But if GTA V comes out anytime soon, Sleeping dogs will go to the bottom of my list lol

You sure? I thought it must be near complete if they were releasing them screenshots what looked like the game was more or less finished, Im predicting it will be out 2013 May time

No one knows when GTA 5 is coming out so you can get sleeping dogs :)
