For a small note: the numbers are the location of the broadcasting station (the boat), so Hudson and Weaver (the interagettors) needed them to stop the Nova 6 gas.

Just to clarify, they didn't need the numbers. They had the numbers. At the end Hudson actually played the numbers to you. The secret was that numbers stations use encryption, so figuring out what the numbers MEAN is the secret.
In this case, Mason was brainwashed with how to decode the numbers, where as the Americans did not know what the numbers meant because they couldn't decode them.
I heard it was the Cold War phase between Modern Warfare 1 and 2. I also think that your playing as Ghost from his point of View before Modern Warfare 2 but I don't know for sure.
